The Soldotna City Council passed a resolution to authorize the city manager to execute a sole source contract with Wince-Corthell-Bryson, Consulting Engineers in the amount of $18,006 for professional design services for the Aspen Acres parking lot final design.
City Manager Stephanie Queen:
“The Council previously authorizes us to enter into an agreement with Aspen Hotels to lease and develop the empty gravel lot in front of the hotel right along the highway for public parking. As part of those negotiations back and forth, we had used some of our own contracted services money to engage Wince-Corthell-Bryson in doing a conceptual design. That conceptual design became the basis of the negotiations back and forth with the landowner. This resolution would authorize us to continue work with them, specifically to have them finish the design so that it’s ready to go out for bid for construction. It’s under the $20,000, which, generally from our procurement code gives us some flexibility, but it is a sole source, and we’re really careful in bringing those types of requests to the council for your approval. We’re seeking council approval for an award, $18,006. This would allow them to finish the design and it will go out to bid to hopefully get that started. As we mentioned, the construction funding was previously appropriated by the council already under our capital budget.”
Public Works Director Kyle Kornelis told the council that the city created a conceptual site plan and preliminary engineering design of the parking lot improvements, which include 70 parking spaces, a landscaped center island, and storm water drainage. The plan has been approved by the Aspen Hotel owner and the lease agreement for the lot is in the process of being finalized.
In keeping with the city’s Envision Soldotna 2030, city staff has evaluated and identified appropriate opportunities to improve parking in downtown Soldotna.
