The Kenai Peninsula Borough Assembly enacted an ordinance that amends borough code relating to the powers and duties of the Human Resources Department to remove responsibility for oversight of the risk management office. A previous ordinance amended borough code by amending the title of the claims manager to risk manager and removing the HR Department’s responsibility to oversee the office of risk management.
Borough Assembly Member Lane Chesley spoke on how Ordinance 2022-05, that was enacted by the Assembly in April, relates to the office of risk management:
“It amended KPB 2.34 related to the Office of Risk Management. A change implemented by that ordinance was to remove the Human Resources Department’s responsibility for oversight of the Office of Risk Management. Risk management is not a typical duty and responsibility of a human resources department. This ordinance will amend KPB 2.33.020(D) by removing the requirement that the Human Resources Department oversee the Risk Management Office. This amendment to KPB 2.33.020 – related to the powers and duties of the Human Resources Department – will align with current operations of the Office of Risk Management and the code amendments recently enacted by ordinance 2022- 05.”
Borough Code is thereby amended under Department – Powers and duties, the Human Resources Department will administer the office of human resources; manage the mail/print room; and administer custodial maintenance.
The Office of Human Resources serves the Kenai Peninsula Borough through its focus on its employees. The office does this through recruitment, hiring, and retention of a diverse, qualified workforce. The office also provides human resource direction, technical assistance, training, equal employment opportunity, and labor relations services to the Borough.
