In initial unofficial municipal election results, voters turned down the borough’s advisory vote to implement limited animal control outside of city limits.
However, absentee and questioned ballots tallied over the weekend by the Kenai Peninsula Borough Canvass Board saw a change in Prop A1, the implementation of the limited animal control, from 50.53% No to 50.04% yes.
That alone will not implement the limited animal control, Prop A2, the .02 mill rate increase to fund that, has remained a no vote, changing by just about 1% from 64.36% no to 63.73% no.
Kenai Peninsula Borough Assembly Member Brent Johnson helped create that proposition for advisory vote.
Johnson: “Theres a lot of people in our borough outside of cities who are concerned about pets, the fact is that they don’t want to tax themselves. If somebody’s going to vote no on it their hardly going to vote yes on Prop A2, so we have all the people who voted no on Prop A1 voted no on Prop A2 and a good part of those who voted yes also voted no on the tax part. So it would seem many people would like that just to come out of the general fund, something I am not willing to do, but it is interesting.”
He said he created created the proposition that way because he refused to create the limited animal control without it having a funding source outside of the general fund.
