The Cooper Landing Gun Club has filed an application for development of a new roadway.
The application has requested to develop an access route from the Sterling Highway to the shooting range maintained under lease on Kenai Peninsula Borough (KPB) land.
The Cooper Landing Gun Club examined a number of routes and after an initial notice, Southcentral Regional Land Office (SCRO) has identified the route depicted in Attachment A for consideration, which is believed to correspond with the approximate location of an existing road on the ground.
The scope of this request is limited the portion of the route on state land; the remainder of the route on KPB land is to be determined by the borough.
Within the 60-foot-wide proposed public access easement, development would consist of a year-round, 24-foot-wide gravel roadway.
The route would be to be cleared by mechanized equipment including bulldozer and tree removal equipment.
Further development practices are outlined by the applicant in Attachment B.
In conjunction with this request, SCRO is considering a partial closure of the designated material site serialized as ADL 231210 from the access route to the west boundary of the site as depicted in Attachment A.
The easement, if approved, may differ from that described above.
