Elam’s Vacant Assembly Seat Now Open For Appointment Applications

The Kenai Peninsula Borough Assembly is seeking applications from qualified voters in Assembly District 5 who are interested in being appointed to the Assembly Seat vacated by Bill Elam, who was elected to the Alaska House of Representatives in the Nov. 2024 general election. Those eligible for appointment must have resided within District 5 for one year.

The term for appointment expires in October 2025.

Assembly District 5 is comprised of Funny River No. 1 & 2 and Sterling No. 1 voting precincts, as well as portions of Soldotna and Sterling No. 2 voting precincts.

Now Representative Bill Elam, who resigned his assembly seat at the meeting on Tuesday, Jan. 7, is headed for Juneau to take part in his freshman legislature. Elam said he is excited about the upcoming session.

“I’m excited for the opportunities that we have for our state, and hopefully we can can work together,” Elam said. “[I’m] kind of trying to put some plans together for how I’m gonna operate from a minority perspective, but you know, I think we have a lot of shared.”

Elam said he feels prepared for his first legislative session due in large part to his time on the borough assembly. “It was a great experience, and I believe that it is really giving me the skills needed and education to know about what we got going on here in the community and the priorities for the Kenai Peninsula … It was humbling, so I really appreciate the opportunity it was. It’s been great to continue to serve the community, and I look forward to being able to do it from the state level now.”

To apply for the District 5 appointment, qualified voters must file a Declaration of Candidacy for appointment with the Borough Clerk no later than 4:30 p.m. on Friday, Jan. 31, 2025. Application packets are available at the Borough Clerk’s office in the Borough building.

The Assembly will appoint Elam’s successor at the regular meeting on Feb. 4, 2025. The successful applicant will be sworn in at that meeting and will immediately assume office.
