The Kenai City Council passed an ordinance that would increase estimated revenues and appropriations in the airport improvements capital project funds, authorizing the acceptance of a grant from the FAA for the Kenai Municipal Airport Sand Storage Facility Construction Phase II.
In September 2020, a resolution was approved to accept a grant from the FAA for Phase I. $1,954,101 was appropriated with additional advance funding for the project totaling $995,612. Phase II of the project saw a grant offer from the FAA totaling $881,161 for the Sand Storage Facility. Additionally, authorization of a budget transfer was needed to move previously advanced funds from construction to the Airport Special Revenue fund.
Public Works Director, Scott Curtin, told council:
“Really what we’re doing here is largely financial housekeeping at the FAA’s request this project was split into two phases for available funding at the time. This second piece right now is basically just appropriating those funds as the second part of this grant. This was expected. We knew that it was going to be done this way when the project started, no real changes or surprises in that process. It’s just really acquiring the funds that were originally discussed with the FAA and getting them into the appropriate accounts for me to continue on with the project. The project itself, as you know, currently we’ve had some groundwork done out there, but the actual building itself has not started. That will not be taking place until springtime. The building itself will go up over the summer months.”
In passing Ordinance No. 3256-2021, council accepts the Phase II grant and makes a budget transfer to facilitate the return of advanced funds.
