The Federal Highway Administration (FHWA) has approved the Alaska Department of Transportation and Public Facilities’ (DOT&PF) toll credit program, allowing toll credits to be used to satisfy state match requirements in federally funded transportation projects. The toll credit program will primarily and initially focus on capturing credits earned from reinvesting Alaska Marine Highway System (AMHS) revenues.
Toll credits are authorized in federal law and earned on revenue dollars reinvested into improvements of toll facilities, which include the Alaska Marine Highway System and the Anton Anderson Memorial Tunnel. Using these credits to meet match requirements, Alaska can maximize its resources and accelerate project implementation while minimizing the financial strain on the state’s general fund.
“The effort is the culmination of roughly a year and a half of work within the department, the legislature, our congressional delegation, and our federal partners. We thank everyone who worked on this proposal,” said DOT&PF Commissioner Ryan Anderson. “We appreciate FHWA for its collaborative efforts and commitment to advancing Alaska’s transportation infrastructure. This approval reinforces our shared vision of a well-connected, resilient, and prosperous Alaska.”
