The Kenai City Council enacted an ordinance for the purchase of snow removal equipment attachments and the installation of a gate. The Kenai Municipal Airport submitted to the FAA a project application for a grant for federal funds for a project in the amount of $150,000.
“This ordinance appropriates the funds that are necessary to purchase and install the gate and also to buy the edge light cleaning attachment,” according to City Manager Paul Ostrander. “At your last meeting, you passed a resolution that authorized me to sign this grant. Typically, both the authorization to sign the grant and the appropriation are in an ordinance, but because we’re running up against the federal fiscal year, it required that we got the resolution authorizing me to sign the grant at the last meeting that allowed the grant to be completed before the end of the fiscal year. This is the second step, which does then appropriate those funds to purchase the edge light cleaning attachment and the gate.”
The Kenai Municipal Airport applied for FAA grant funds to install a sliding cantilever gate and acquire a snow removal equipment edge light cleaning attachment. The ordinance transfers and appropriates the 6.25% ($9,375) Airport share of the $150,000 project from the Airport Special Revenue Fund to the Airport Snow Removal Capital Project Fund. It also accepts and appropriates the 93.75% ($140,625) FAA share of the project into the Airport Snow Removal Capital Project Fund.
The gate makes available an additional 36,000 square feet of snow storage area in an area where snow storage is limited, is required to be hauled away, and encroaches on wing tip clearance. The cleaning attachment will increase the light cleaning efficiency and reduce by half the amount of equipment and personnel required to traditionally clear edge lights.
The ordinance was enacted without objection.
