The Kenai City Council passed an ordinance that would increase estimated revenues and appropriations in the congregate housing enterprise fund and awarding a contract for a resident maintenance manager for the Vintage Pointe Manor, Congregate Housing Facility.
The estimated annual cost for resident (on-site) maintenance manager services is $74,004. The adopted FY2022 Budget included $61,260 for these services, which was determined to be insufficient to award an agreement, requiring supplemental funding prior to award.
Senior Services Director, Kathy Romain:
“I think we get a good price for what we get through our on-site manager. I think the reasoning for an on-site manager, we don’t have four apartments. We don’t have ten apartments. We have forty apartments. Also consider the age. Our average age at Vintage Pointe, while we do accept individuals from 60 years on, we have one lady who is 102 still living independently. The average age at Vintage Pointe ranges from 83 to 87, which is considerable. When we did the RFP in 2016, it was a new system for us, really looking to ensure that this was a contracted position separate from an employee. We would not get an employee for $74,000 a year. Out of $74,000 that he will now be getting, over $12,500 of that will come back in rent that he now pays to the city for that.”
Supplemental funding was required for the awarding of the agreement for the remaining 9 months of FY22 and is available from the Congregate Housing Enterprise Fund’s retained earnings. Meanwhile, Sadler Property Management submitted the only proposal to provide resident management services and review of the proposal showed it to be responsive and reasonable in the recommendation of the award from the City Administration.
