Kenai Conditionally Donates Property To Boys & Girls Club Of The Kenai Peninsula

The Kenai City Council enacted an ordinance conditionally donating certain city owned property described as Tract A Park View Subdivision to the Boys and Girls Club of the Kenai Peninsula for development of facilities for youth sports, recreation, education, after school care and other youth activities. The 2.09-acre parcel has previously been determined as not needed for a public purpose, making the property eligible for sale or donation as there’s been an established need in the community for the services provided by the organization.

 

Certain conditions must be placed on a transfer to ensure the property is developed for its intended purpose, and in the event of a sale, to a for profit entity, the value shall be reimbursed to the City, if a sale occurs within twenty years after the transfer to the Boys and Girls Club of the Kenai Peninsula. Additionally, if no development occurs on the tract of land within two years of the transfer of title, ownership will revert to the city unless further action by the Council is taken.

 

City Manager Paul Ostrander:

I requested that I would be able to work with the Boys and Girls Club and the developer and we had a good discussion about the possibility of future development south of the property. Because of some of the complexities involved, there wasn’t anything that we could accomplish as far as a satisfactory solution for both developments, especially with the timeline that we’re working on, but beyond that, the property owner to the south was not involved in those discussions. If it had been that property owner, the discussions might have gone differently, but because that person was not involved in discussions, trying to come up with a solution, particularly when you consider that the Boys and Girls Club is very early in its conceptual planning for this project, I don’t think that they will know for months still, one if this is a development that is viable and two how much of Tract A they really need to utilize.”

The Boys and Girls Club intends to utilize the city property for construction of a club house and parking as well as a potential green house and playground. The subject parcel donation will allow the club to expand services for youth and families in the city of Kenai. The donation is uniquely situated adjacent to a facility to be acquired by the organization, which allows them to create a campus to serve its mission.

 

The organization will pay all closing costs and fees associated with the transfer of the title.
