The Kenai City Council voted to adopt the city’s Capital Improvement Plan for Fiscal Years 2022 through 2026. A Special Work Session was held on April 24th where the draft budget and Capital Improvement Plan were reviewed and discussed. The plan is a collective effort with input received from city staff and the community. Projects were provided by the Department Heads last fall, brought forth for discussion at the city’s commission meetings in February and March as well as a Council Special Session on April 24th.
Vice Mayor Bob Molloy, “What’s being done here is adopting the city’s capital improvement plan for 2022 through 2026 but it’s not actually funding the plan. We have an ordinance coming up, part of our budget ordinance, that would fund the plan for 2022 and then also commits some funds that would be appropriated later for projects. The only project that I really had an issue with is one for 2023, not 2022, and by adopting the plan it’s like the comprehensive plan, like this is what we would like to do but circumstances can change so it’s not written in stone until the budget year when it’s actually funded.”
The Capital Improvement Plan is intended to be a living document that will be adjusted periodically to meet the ongoing needs of the city. There are multiple proposed projects under the Airport Fund, General Fund, Water & Sewer Fund, Senior Citizens Fund, Congregate Housing Fund, and Personal Use Fishery Fund, but not all of the proposed projects will receive the necessary funding in order to be accomplished during a projected year.
A Capital Improvement Project is recognized as one that involves a one-time expenditure, usually, in excess of $35,000 that has a useful life exceeding one year or is a major project such as a comprehensive or a master plan.
