Kenai Peninsula black bear hunters can now apply for baiting permits within the Kenai National Wildlife Refuge for the 2025 season. The application process remains similar to previous years, with a random drawing determining the order in which hunters select baiting sites.
The random drawing will take place on Apr. 12 at 10:00 a.m. and will not be held in person. Instead, applicants must be available by phone when their name is drawn to select their designated baiting area.
Permits are issued for exclusive one-square-mile baiting sites within the portions of the Refuge designated for black bear baiting. The permits apply solely to the harvest of black bears when using bait. After the drawing, any remaining sites will be available on a first-come, first-served basis for those who were not reachable during the selection process.
According to a press release from the refuge, “All bait stations, whether inside or outside the Refuge, must be registered with the Alaska Department of Fish and Game.”
Additionally, hunters must possess a valid Alaska hunting license and complete a State of Alaska-approved bear baiting clinic to qualify for a Refuge permit. Archers planning to hunt black bears over bait must also complete a state-approved bowhunter education course.
Applications must be submitted in person at the Refuge Headquarters office on Ski Hill Road before 4:30 p.m. on Apr. 11, 2025.
