KPB Appropriates Mission, Vision, Values, Brand Identity, And Logo Development

The Kenai Peninsula Borough Assembly enacted an ordinance that appropriates mission, vision, values, brand identity, and logo development funds. The Borough has an existing contract with Agnew Beck to complete this project and the contracting agency has agreed to extend the contract requiring re-appropriation of the project funds for the continuation of the work into FY23 without delay.

 

The current contract end date of June 30, 2022 is not sufficient to complete the project, and it’s requested that only the remaining FY22 balance of the contract associated with the Brand Identity and Logo Development and Borough Identity and Services Campaign sections of the contract be re-appropriated for use in FY23.

 

Rachel Chaffee, Community & Fiscal Projects Manager says:

This contract did not start until just after January. It was not signed until December. So starting late in the contract, our Mission, Vision, and Values Project, which are part of a three-part contract which also includes the marketing piece, is not a completed process. We are still conducting work on that, but it won’t be completed by the end of the fiscal year. This specific request is only pertaining to mission, vision, values, and the remainder of the contract associated with any marketing of small businesses in unincorporated communities will expire at fiscal year end.”

 

Because the current contract end date is not sufficient to complete the project, it is requested that only the remaining of the FY22 balance be associated with the campaigning activities of up to $86,267.50, be re-appropriated for use to continue work on the project package activities.

 

Chaffee was asked about the $86,267.50 since the amount on the memo documents state it was $70,588.75:

They are split into two different accounting codes largely representing that the logo is not just a borough representation, but its also marketing representation. When you look at how the amounts are broken out, they should total that total request, but one will be broken into KPB Marketing, and one is KPB Promotion. Those are accounting codes, not necessarily the activity that’s being done.”

 

Chaffee added that the balance associated with Economic Development and Tourism Activities were appropriated in the annual FY22 budget as annual operating funds and therefore will expire at year-end if unused.
