The Kenai Peninsula Borough Assembly adopted a resolution authorizing the mayor to execute an agreement with the City of Soldotna for services provided by the borough through the Soldotna Public Safety Communications Center. The Kenai Peninsula Borough operates the multi-agency E911 dispatch center based in Soldotna and, as part of a 2021 restructuring process, the Borough entered into fee for service dispatch services with all agencies that use the Soldotna Public Safety Communications Center’s E911-related call taking and dispatching services.

Borough Mayor Charlie Pierce:

“I’m happy to announce that we have reached an agreement with the city of Soldotna to provide E911 communication fee for services. The contract runs from July 1, 2022 to June 30, 2025.”

The compensation for the agreement is based on a three-year calendar year average of call volume as determined for FY22 contracting purposes. By December 2024, the average will be updated based on the prior three years’ call volume. The compensation for services under the agreement includes $482,918 for FY23. The compensation rate for FY24 will be the FY23 rate multiplied by (whether increase or decrease) a percentage equal to the 2022 percentage change in the Urban Alaska Consumer Price Index. For FY25, it will be the FY24 rate with the Urban Alaska CPI.

The agreement could be renewed by mutual assent of the parties and following an update to call volume average and resulting compensation figures under the ‘payment for services’ section of the agreement.

The Kenai Peninsula Borough, in adopting this resolution, states that the City of Soldotna is a vital, valued, partner agency of the Soldotna Public Safety Communications Center.
