Alaska State Troopers and Nikiski Fire Department Emergency Medical Technicians responded to a ditched vehicle on Thursday September 11, near midnight.
The initial report was of a male passed out in a vehicle that had been driven into a ditch near mile 30 of the Kenai Spur Highway.
Upon investigation it was determined that 25-year-old Phillip Evans Jr. of Nikiski had been driving under the influence and had three children under the age of three years of age in the vehicle.
Evans was arrested for Driving Under the Influence and three counts of Endangering the Welfare of a Child in the 1st degree, transported to Wildwood Pretrial Facility and remanded on $2,000 bail.
His vehicle was impounded and the children were released to a relative.
