The review of the hack to the national Office of Personnel Management is complete and sources say over five times the initial estimate of personnel records have been compromised.
Over one month ago officials stated that around four million government employees had personal information stolen.
That estimate has now risen to 22 million after the review was complete, and includes victims from both inside and outside the government.
Social Security numbers, fingerprints and other sensitive information have been compromised in the data breach.
Chinese hackers are suspected of the attack however China has publicly denied involvement in the break-in.
