On the House Floor earlier this week, Nikiski Rep. Ben Carpenter called out the Alaska State Legislature on the apparent lack of focus towards the state’s long-term fiscal plan. During the special order section of Monday’s floor session, Carpenter stated that he was hoping to find a financial solution.
Members of the House Majority interrupted Carpenter twice, once by House Speaker Louise Stutes, and another by a member who called for a point of order. Rep. Carpenter continued to speak on finding a fiscal solution after the body was told that they were in violation of their own rules – as to not interrupt. According to Mason’s Manual of Legislative Procedure (Rule 578 (5)), under which the Alaska Legislature operates, the presiding officer may not interrupt a member who has the floor, except for ruling on points of order, considering questions of privilege or other matters requiring immediate attention, as long as the member does not transgress the rules.
A statement released by the Republican Caucus states that they made a pledge at the beginning of the 32nd Legislature that solving and planning Alaska’s long-term fiscal plan is an important priority.
