With only two amendments to the original document, one to Section 3 dealing with masks and one to Section 6 dealing with re-evaluating capacity based on 14-day covid trends; the Soldotna City Council approved Resolution 2021-009 and approved updates to the Soldotna Regional Sports Complex capacity limits, mitigation measures and the ability to reach an agreement for the return of the Kenai River Brown Bears for a portion of the 2021 NAHL regular season.

At Wednesday’s Soldotna City Council general meeting, the council unanimously approved Resolution 2021-009 with a 6-0 vote of the body.

The resolution includes requirements and guidelines for expanding the spectator capacity, under 6-feet social distancing, to 750 spectators for the Soldotna Regional Sports Complex.  The resolution also contains language to accommodate the return of the Kenai River Brown Bears Junior A hockey team to the SRSC for a portion of the 2021 regular season as early as March 26th for a proposed five-week schedule.

Highlights to the amendments included:

Section 3 Masks

Original: All persons entering the building are required to wear masks at all times, except athletes and officials when they are on the ice. Coaches must wear masks at all times, even when on the ice. By definition, on the ice includes penalty benches and team benches.
Amended to include: except when eating or drinking.
.
Section 6  Community Risk Level
Original: Should the number of COVID-19 cases in the Central Kenai Peninsula exceed an average daily case rate of 10 per 100,000 population over a 14-day period, the spectator capacity allowed at any ice event at SRSC shall automatically reduce to 250 people and the Council will re-evaluate the SRSC COVID-19 protocols.
Amended to include: means to re-evaluate based on low 14-day case counts (3 per 100,000).
