Soldotna Alaska State Troopers stopped a blue Hyundai Tiberon in the early morning hours on Monday for an expired registration at approximately 1/2 mile K-Beach Road in Kasilof.

The vehicle slowed, but reportedly failed to stop, and continued to travel at 20 miles per hour until reaching Sand Street, where it turned off K-Beach Road and subsequently stopped. The driver was identified as 43-year-old Richard “Matt” Russell of Ninilchik. The passenger was identified as 40-year-old Roxanne Samples of Ninilchik.

An investigation resulted in Russell’s arrest for failure to stop at the direction of a peace officer in the second degree, driving while license revoked, and probation violation, according to the online trooper dispatch.

Further investigation resulted in the arrest of Samples for misconduct involving a controlled substance in the fifth degree and violation of her conditions of release.

Both Russell and Samples were remanded to Wildwood Pretrial Facility where they were held without bail pending arraignment.
