Soldotna Adopts 5-Year Capital Plan For Fiscal Years 22 Through 26

The Soldotna City Council passed Resolution 2021-032, as amended, to adopt the city’s 5-year Capital Improvement Plan for FY22 through FY26. The Capital Improvement Plan is a long range planning document that provides direction and guidance for the city on planning and managing its capital and infrastructure assets, which is intended to present a realistic projection of anticipated capital needs.

 

City Manager Stephanie Queen:

This is the follow-up to the subject of the work session today, which was to present the administration’s proposed update of the 5-year CIP. The resolution in front of you would reference this attachment, which can be adopted or amended at the council’s discretion tonight and would give us the planning document outline capital expenditures over the next five-year period. As public works director Cornelis mentioned in the work session, following tonight, if the five-year CIP is approved, we would then formulate the FY22 capital budget based largely or entirely on the projects that are identified in FY22 on the five year CIP. That would come to you as an ordinance in an upcoming council meeting.”

 

There were two amendments added to the Capital Improvement Projects, which include $15,000 for furniture and other minor improvements to the council chambers and moving from FY23 the ARC Lake Improvements to FY22 in order to get the project running.

 

Councilman Dave Carey:

I’d just like to say,  challenge any other city in the State of Alaska of our size to do nearly, even close to the amount of different projects and works that we’re doing within such a good budget scope. Very pleasing to see so much work being done. I’m really pleased to see the five-year plan. I’m glad that we went to the two-year budget and just the whole list of projects we went through this afternoon speaks very well for the city and for the leadership of the city.”

 

The FY22 capital budget is expected to be largely built from the document and an ordinance is anticipated for introduction at the July 28th meeting with a public hearing on the matter scheduled for August 11th.
